In 2003 the Lower Columbia Community Development Team (LCCDT) formed to determine how to improve the economic and social outlook of the region. The LCCDT is comprised of some 50 business leaders, municipal politicians and representatives from organisations with a common interest in social and economic development in the Lower Columbia region.

One of the key outcomes from a regional strategic planning initiative carried out by the LCCDT was identifying mindset as vital to the regions future community and economic development prospects. In short, the region will become more innovative, more entrepreneurial and more proactive in order for the South Kootenay to meet the challenges of the 21st century and reverse the rural-urban shift of the past 30 years.

• Innovative pilot projects. The region initiated a rural immigration pilot project that was subsequently selected for funding by both Federal and Provincal government sponsors. It is the first rural community specifically selected to look at rural immigration strategies.  ....we have innovative organizations.
• Innovative Pilot Projects.  Trail and the South Kootenay selected as one of three Bridging the Divides project communities in Canada.
